may be a truism to say that what unites Europe and the United States
is infinitely more important than what divides us. Nevertheless it
is worth stating again and again whenever a note of doubt and uncertainty
seems to creep into the relationship as - in foreign policy terms
especially - it has done throughout Mr Bush's first term. And now,
as America and Europe diverge over how to handle a possible nuclear
Iran and whether to relax the ban on selling arms to China, it is

Kofi Annan This week gave a ringing endorsement for advancing
the Millennium Development Goals (MDGs) at next month’s
United Nations World Summit, saying the targets that seek
to cure of a host of global socio-economic ills by 2015
form the basis of a mutual pact between developing and
developed countries.
His reaffirmation came amid reports that the United States
was basically seeking to eliminate any mention of the MDGs
in the development section of the summit’s
outcome document, including the target of 0.7 per cent of gross national product
in official development aid by developed countries to developing nations. More...

Ticket Contribution to Finance Development
A
European Commission staff working paper published this week
contains an analysis of how a solidarity contribution on airline
tickets might be used by EU Member States as a source of development
aid in order to help achieving the Millennium Development Goals
(MDGs). The paper must be seen in the context of the decisions
to double development aid and to deliver better and faster,

measures adopted this week comprise the proposal for a Directive
on common standards on return and three Communications, on

This
week the Committee of Permanent Representations to the European
Union discussed the current situation regarding blocked Chinese
textile imports to the European Union.There was
a discussion of the draft Commission proposal to unblock
goods currently
without licenses. This discussion was at an exploratory and
technical level. There was a strong consensus among Member
States that the current situation needs to be resolved as
rapidly as possible, and that blocked goods need to be unblocked.
Commission
and WWF launch Flying over Natura 2000 campaign
to promote awareness of the EU’s Natura 2000 network
of protected areas, by following by satellite the migration
of 14 Black Storks from Europe to their wintering grounds
in Africa. The Storks have been equipped with radio transmitters
in eight EU Member States (Estonia, Latvia, the Czech Republic,
Hungary, Spain, Luxembourg, France and Belgium). They will
be monitored on a daily basis by WWF-Belgium, and their migration
journey will be displayed on the Internet.
The
United Nations Deputy Special Envoy for Tsunami Recovery
Eric Schwartz will travel to Sri Lanka and Indonesia next
week on a 10-day fact-finding mission to see the impact
of last December’s tsunami on people’s lives
and to gauge the progress of the recovery. Mr. Schwartz
will
hold
talks
with Government officials, representatives of UN agencies,
civil society and the business community, while assessing
the online financial contribution tracking system, as well
as shelter, livelihoods and sustainable timber sourcing
